I don't know much about tagging PDFs, but I just saved an average text document in MS Word 2010 as a PDF, and it produced an accessible PDF. Alternatively, you need Optical Character Recognition (OCR) software, such as Kurzweil 1000, to open the PDFs, and this software would convert the document to text. Kurzweil 1000 is quite expensive, at least for the first-time buyer. I'm not sure if OmniPage, another OCR package, converts PDFs to text, but this is much cheaper.
