Thanks for this explanation!  As I mentioned in a reply to Marbin, I have not 
used the Information Bar!  Until the beta, I could use the mouse keys to find 
and activate the Open and Save controls.

I am using the WE 9 beta with Windows 7 and Internet Explorer 11.  I just went 
to the BARD page and pressed enter to download a book.  After a short delay, a 
got the tone that indicates that the information bar has appeared, and then I 
was asked if I wanted to open or save.  I pressed alt s for save and then 
monitored the download progress by pressing control j.

Well, it does not work with Internet Explorer 11; th situation is as I
