The WE and mouse cursors are independent here on W7/64. I tested them in 
Thunderbird, Windows Explorer, and Internet Explorer 11. In all of these 
programs I was able to move them to different locations, toggle back and 
forth between them, move one or the other again, toggle back, and they 
both remained where I had placed them.
Do you have a specific example you can cite?
