Hello, The reason the "menu" on this page isn't announced as a menu is because the page author didn't mark it up correct (using ARIA components). While it's styled to look like a menu, the top level items are just links (eServices, Information & Guidelines, etc.). Pressing enter of these links doesn't do what the page author wants, so you have to route your mouse with Insert-Numpad-Plus, and then left click with Numpad-Slash. Once you do that, the menu expands, and then you can get to the new content.
