I can’t duplicate it either, but, you can also press control-d to go directly 
to the add to favorites dialog.

I’m also wondering if the number of favorites may matter.

Hi.  I can't duplicate this at all.  I just went to a page in IE11 and pressed 
alt-a and got the immediate speaking of add to favorites.  I suggest that you 
check out what toolbars or add-ons you have in IE.  For a long time I had 
delays in Firefox menues that I couldn't get rid of.  I finally got rid of 
RoboForm and the delays magically went away.  Screen readers certainly are not 
always to blame for browser bad behavior.
