Move the mouse pointer to the unlabeled graphic and press control-shift-e.
You would then type the  speech label and braille label as desired.
Save the settings.

I am playing with the beta and assuming that the function to label unlabeled 
graphics works the same as in 8.4.  The problem is that I can't remember the 
procedure in 8.4.  Please, someone, refresh my memory.
