I can't recall if there was a setting to turn it on, but when I am in the ribbon, it will rattle off the keyboard command once you get on the option you want. I found it hard to catch ithe information though. I really don't retain what is said like I did in the menu system. If your question is how to get to the ribbon, you press alt, then arrowing left and right will move you to the various ribbon tabs. Hit tab to go into a specific ribbon and explore the options in that ribbon. You'll notice that each ribbon also has groups of similar buttons. Hitting Control and Tab moves you to the start of each new group, then you can tab within that group.
