Hi: The 2013 version of the Community Edition is free and I think the same as 
the Pro edition - quite popular and several blind programmers including some 
who develop screen readers for a living use VS on a daily basis.
WE can be used with VS 2013 but offers some accessibility challenges along with 
the complexity of the IDE itself.
First you need to set the VS IDE up to work better than it does out of the box 
with WE by disabling some of the dynamic features like pretty listing, auto 
parms and another auto feature that causes interruptions while you type.
You need to set all windows to tabbed whenever you can so you can close them 
using alt-f4.
There are others but I cant recall them off the top of my head.
With WE you can not even get into the Forms Designer to do anything and that is 
a killer but you can turn on Narrator, go into the designer, find an object you 
want to setup then hit f4 to bring up the properties window, turn off narrator 
and continue working.
You have no way to work in the designer like moving things around or other 
features available otherwise.
You will struggle at best to set your project or solution level properties 
since many of the more important ones are in a DataGridView and neither WE nor 
Narrator will help you much there.
All this said, you can build many, many projects of almost any type you can 
imagine in VS if you can overcome any accessibility issues with we and, of 
course, you have other choices if you have the big greenies to plop down.
But, I have developed some quite advanced, large and enduring projects, 
DataBases and Websites in VS over the years using WE as my main screen reader.
