That preferences area of dropbox does need some work. The silent place mentioned is the tab control and you can move from one to another with the left and right arrows and then tab into the control. For some reason the second tab acts differently and gives you the okay button and the cancel and apply buttons before getting you to two "dialogs". I'm not sure if it had been this way before.
