Oops. My mistake.
But Control-Shift-W is the Read Active Window hot key. The Alt-Number
keys were designed to read, automatically or with a hot key, specific
parts of a window. They can also silence a part of a window. So I don't
understand the need to use them for reading the entire window when
Control-Shift-W adds more to this function via its double press reading
enhancement.

In Window-Eyes 9 the Alt-number keys have been undefined in the default
settings. They can be redefined under Hot keys, User windows.
But Control-Shift-W is the Read Active Window hot key. And if the window
doesn't read pressing it again (without any other key presses in
between) uses a different method which may work.
