Neither control-N or alt-N works in IE to activate the notification link.
I'm using IE 10 something. 

I had no trouble finding the download link for the previous two betas.

I complained about this previously.  I couldn't activate the download button
to download the beta.

I had the same problem again with beta 3, but this time asked my wife to
look at the screen.

A bar appears with Run, Save, Cancel on it, but Window-Eyes doesn't let you
know that it is there.  A press of the navigation key Ctrl + N does place
focus on it, and the Tab key lets you move amongst its items.

I am sure this lack of notification by Window-Eyes will surely confuse other
users unfamiliar with the Navigation bar.  Perhaps Window-Eyes can announce
its presents and place focus on it for all of us who forget to or don't know
to employ Ctrl + N.
