Hi, To make it simple, set files are used for settings, such as voice rate, keyboard type, hot key configurations. Apps can be used to do things such as communicate directly with a program or monitor changes on a screen or monitor events sent to Window-eyes from an api, things set files were not designed to do. Scripts (apps) can also add additional functionality to Window-eyes such as the third party app called Extended dictionary.
