Sean, Try manually downloading the package file from here:
http://gwmicro.com/scripts/gw_toolkit Before you open it, go into the WE file menu, Manage Scripts and Sets, and then hit enter on Scripting Status. Turn it off, then install the Toolkit and turn it back on again. Good luck.
