Correct. Because Script Central is all about the hosting aspect of scripts, it's best for groups of scripters to develop their own collaboration methods. Take us at GW, for example. We develop scripts on our own, using each other for guinea pigs, and when we're all done, we each use the individual GW Micro account to upload/update scripts. The developing, testing, signing, and packaging takes place bind the scenes so it all appears as a well oiled machine by the time it's posted to SC.

Until someone uploaded an update that made the script regress. I hope to see Script Central be a little more accommodating of multiple accounts working together on projects in the future, but for now all collaboration will have to be done outside of the SC interface.
