I think beta testing scripts should be handled privately. Script
Central's main goal is to provide release candidate scripts to the
general public. Forcing Average Joe or Joanne to weed through the
scripts to find ones that are ready for prime time vs. those that aren't
seems a little haphazard. While scripts are like software in that there
can always be bugs, ideally, scripts won't get posted to SC until
they've already been tested.
I think we're in a phase now where the Window-Eyes OM is still in flux
because of the beta cycle, so scripts on SC are still getting their
kinks worked out. Once things are final, however, I don't believe this
will be an issue. For those scripts that continue to have problems, the
rating, comment, and forum systems will help users determine whether or
not a script is worth their time.
If this becomes a persistent issue after Window-Eyes 7.0 goes gold, then
we'll revisit the idea.

I would suggest adding a way to allow scripts to be seen by the beta
team first though... Could this be done?

Is this not partially available already with the rating system? Just
a thought.
I would concur. The rating system, in combination with the comments
section, provide a pretty good peer review already. I could easily add
a combo box for providing the development status (beta, release,
etc.), but I think it's ultimately up to the end user whether or not
they want to install a script based on how well it's already doing. In
addition, I think the forum interface is vastly underused and
underrated. Each script has its own discussion forum, where additional
releases can be provided and discussions can be had, at the very least.
