Try the following:

Set myKey = Keyboard.RegisterHotkey("Control-Shift-1", "MyKeyToggle")
Sub MyKeyToggle()

                Speak "Toggle off"
                keyState = False
        Else
                Speak "Toggle on"
                keyState = True
        End If
End Sub
