I have reported this problem a while back. Another place where you can reproduce this is in the advanced section to control what programs are allowed access to Skype.

This issue may be reproduced by following these steps: 1. Start a Skype conference with three or more participants. 2. Control-tab until you reach the Conference tab. This is only available after a conference has begun. 3. Tab to the list view and arrow up and down through the list of participants. 4. Observe that nothing is spoken.
