Aside from basic TCP/IP configuration with WMI (http://www.microsoft.com/technet/scriptcenter/topics/networking/01_atnc_intro.mspx), I don't believe there's anything built-in for use with VBScript/JScript. You could use VB itself, or (as you mentioned) many other languages to accomplish this.
