After an 8 second delay, this routine is run when the script starts.
When it runs, shouldn't the routine get all running scripts at that
moment?
Another routine is run later when the hotkey is pressed to be compared
to the first.

Chances are that oScript is no longer valid when you try to get the 
.Name property (possibly because the script is no longer running). We 
can investigate this some on our end, but your best bet is to wrap that 
portion of your script in an On Error, and if you get an error, assume 
that LoadedScript object is no longer available. If you want to debug 
this, you could get LoadedScripts again when you get an error and verify

that the script is in fact no longer loaded.
