Unfortunately, Browse Mode doesn't always behave when you try commanding it through scripting. Even when it does, it may kick itself back on without your consent. You might trying altering the AutoLoad status instead:

ActiveSettings.Verbosity.BrowseMode.Miscellaneous.AutoLoad = False

Once that's off, Browse Mode should stay off. You can then set it back to on (or whatever it was before you set it to off) when you want Browse Mode to become active again.
