Uploading a modified app written by someone else

Hello all

If I have made changes to an app written by someone else, in other 
words, it is not one of my apps, how do I go about uploading it to App 
Central? Must I select "Add a new app"? It isn't a new app, but I don't 
see an option to just update an app.

Thanks for the help I know will be forthcoming.
