hotkeys query

Hi:
I am currently doing some work to access the hotkeys collection.
Having obtained a SetFile object, if I try and obtain a Hotkeys object are 
there any circumstances where this will fail? If this fails would obtaining a 
CursorKeys object fail also?
I using c++ for reference.
Any help appreciated.
