I have the exact same problem on a fresh Linux Mint 14 install.
Note that if you can't add any accounts Gwibber is completely useless!!!

Occurs when:
Gwibber is started, or Edit->Accounts is clicked in the Gwibber menu.

What should happen:
A dialog should open where you can manage accounts.

What happens instead:
The System Settings dialog opens (or if System Settings is already open it 
takes the focus).

Additional info:
If Gwibber is started from the terminal the following output is produced: 
** (gnome-control-center:29371): WARNING **: Could not find settings panel 
"credentials"
** (gnome-control-center:29371): WARNING **: Could not load setting panel 
"credentials": Unknown error

Bug description:
  Hi,

  The preferences menu shows the system setting panel instead. I run Gwibber 
and it always happens. Running it in terminal I get this error:
  ** (gnome-control-center:6895): WARNING **: Could not load setting panel 
"credentials": Unknown error

  I'm using Gwibber 3.6.0 in Lubuntu 12.10 in a clean installation.
