I have the exact same problem on a fresh Linux Mint 14 install. Note that if you can't add any accounts Gwibber is completely useless!!!
Occurs when: Gwibber is started, or Edit->Accounts is clicked in the Gwibber menu. What should happen: A dialog should open where you can manage accounts. What happens instead: The System Settings dialog opens (or if System Settings is already open it takes the focus).
