It depends on what the .txt file is. Either it's a manufacturer-specific format that uses the .txt extension (Gwyddion can load several such), or it's just a plain text file with z-values. In the former case it's hard to tell without knowing what format it is and seeing the file. In the latter case maybe you just unchecked ‘Automatically offer raw data import of unknown files’ in the import dialog. Select the raw file format explicitly in the file open dialog and check it again.
