It turned out that it works with stock Gtk+.  In Fedora tear-off menus
are broken by a specific patch.  So I filled a RedHat bugreport

Use that as a template for an Ubuntu bugreport (I'm not going to fill
that as I don't use Ubuntu), it contains a simple test program that
demonstrates the bug.
