The Debian (and derivates) packages did not include gwy.so until very
recently.

If you compile Gwyddion from the source code see the summary table
./configure prints at the end.  If pygwy is not built the reason (or at
least a reason) should be stated there.  Generally, pygwy.so (the
Gwyddion Python module) is built iff gwy.so (the Python Gwyddion module)
is built.  Compiling only one would require manual tweaks.
