I'm going to assume that you meant to suggest this portrait as an example of Canadian smocking, but I don't think it is. It's possible that it's slashing-and-pinking, but in fact on close inspection it looks more like embroidery meant to look like slashing-and-pinking. Or it may be that this is an illusion created by the artist trying to represent slashing backed by cloth-of-gold.
