Even if it was genuine, it probably wouldn't be allowed within the European Union since it might infringe the Human Rights of the felons. In the UK, the unscrupulous Lawyers who've made a mint from EU Human Rights Legislation at the expense of the British Taxpayer would be all over the matter like maggots on rotting meat.
