PVC sounds interesting and the larger pipe can be cut with a slight angle
then somehow attach to an old skate last -- the brain wheels are turning --
hope they go somewhere and don't stuck in a rut ...

I might go for something like PVC pipe painted to look like metal for the
heads. A lot lighter and easier to cut and put together than real metal. But
the  hooves must be sturdy. Go check out how skates or skis are kept on
one's feet and then the hooves themselves can be built up in layers from all
sorts of material. What do they make soles out of these days anyway? (wood
is heavy and  breaks). Check your local flooring dept. Hell check all round
Lowe's! Ask everyone in construction. You never know where the right stuff
will pop  up.
 
Of course you don't have to do the original costumes. You could start from
scratch and with the director and scene designer come up with a whole new
and clever way to do it.
