[h-cost] Decorative Fraying in 1850's

I'm at work on an 1850's dress in plaid taffeta and I've discovered  
that my sample bias ruffle takes a gorgeous frayed edge. It almost  
looks fluted, or like feathers!  Was this technique used at the time  
as an edging for skirt frills?
