Not quite an answer, but another vote for "modern": A few years ago a Ren magazine (Renaissance? This one? http://www.renaissancemagazine.com/backissues/issue16.html) did a photo article on people dressed and in settings approximating rennaissance paintings. I don't recall your image as one of these specifically, but perhaps they have done similar things in other issues. At any rate it looks like a modern person in historical reproduction clothing with a bit of photoshopping to achieve a "period" look. I'm guessing modern because it looks neither period or Victorian.
