For the women:   Different colored brocades.   Since this for the stage, you 
might want to look at Joann's collection of acetate/poly "sari" fabrics or -if 
you have some time- order actual saris online.  You can easily order a lot of 
them from the same seller for little $$.  Most saris go for about $10 on ebay 
with an actual lot of them going for 7 for $50.  Since each sari is about 5 
yards, you should have enough to at least make the dress.  The saris have 
gorgeous borders in metallic threads and sometimes have a pallu -or about a 
yard/yard and a half of a decorated front that would make great sleeves.  

If you don't have time for the sari option (I've been getting saris in as 
little as five days but it can take up to three weeks.  Most sellers on places 
like ebay are accommodating if you ask them for a speedier option), Joanns does 
have nice looking brocades.   The metallic threads in the brocades or sari 
fabrics from Joanns should really shine on stage.  

The sleeves can be mixed and matched.  Make the dress out of one fabric and use 
the "scraps" from another lady's outfit to make contrasting sleeves.   You can 
also add contrasting aprons but that would be another two yards of fabric.   

For the guys, I like the Venetians idea and I think they might go with that too 
rather than just the dance tights.  Use those $5 a bag metallic buttons on 
their doublets to make them shiny.  It won't matter if the buttons match or not 
on stage as long as they are all relatively the same size.
