I agree, that there should be a way to order items. Can you take a look at the page_menu plugin and see how it could be improved to fit your needs? The trouble is that a good UI for this ordering is hard to build. In reality, the easiest way is probably a separate "page_order" page in the theme config, which will allow you to reorder pages. I'm working on themeconfig for 0.7, so will see about creating such a feature. I don't foresee this ordering going into core, since Habari is blogging software first and foremost, but the ability to order pages should definitely be an option.
