Chris, The link you suggest is a UI side. What Owen is referring to, and it's something that I am completely in for, is how the interals would work. Deciding a UI, whether it's the conventional, and IMHO worn-out, Drag and drop or a a list for each of the hardpoints to include the various plugin "outputs" are only 2 options from the many we can think of.
What you would have is actually 2 parts, the first is a set of "regions" that your current active plugin would register as the places where the user is allowed to assign plugin outputs to. The 2nd part would be a list of templates that the various plugins would register to the system as output. Ticket #417, also suggests the ability to assign cusotom content types output to theme hardpoints as well. But since custom content types are created by plugins, the implemntation would apply to that as well. The method of how to "connect" or "assign" these plugin outputs to registered theme hardpoints would be a matter of admin ui desgin which I think is too early to consider.
