The "media silos" that are equipped in Habari allow you to do this.
Currently there are media silos for local file storage and flickr photos. To enable them simply go to your plugins page and click activate. The flickr silo will require some configuration, but the plugin should walk your through it. There are also other silos's in the plugin repo.
