The network name is an attempt at branding. The brand must as inclusive as possible for the network to be the most effective.
Branding the network as the fordean.net network is not inclusive if we are shipping off fordean.net subdomains, and many sites don't use them. You can point springfield.fordean.org to somewhere else, but you wouldn't be able to do that with dean.stlouist.com. Not just policing, but the smooth addition of hundreds of subdomains.
