I took a look at the HDSDR website (http://www.hdsdr.de/hardware.html) and
it says that they only have RX support for HackRF, so this is expected.

However, HackRF One is a transceiver and so it should be possible to
transmit, but this will likely require some software development on the
part of the HDSDR developers or perhaps some tweaks to the ExtIO interface
for HackRF.  There is a GitHub issue that discusses a little of this:
