[HACKYSTAT-DEV-L] reorganization in core_telemetry package

Hi,

I just finished a reorganization of core_telemetry package as the first 
step to support "function" in telemetry language. Over 200 files are 
affected. I tested my changes against everything I can test locally. I 
cannot test my changes with app_cgqm module (always get 
IncompatibleClassChangeError).

If the build fails, please don't be alarmed. I'll fix it this afternoon.
