This patch is just the codec interfaces that are shared between this issue and 
HADOOP-474. It basically creates an interface for compression codecs that can 
create input and output streams. The output stream extends DataOutputStream, so 
that it can be used for Writable. The input stream just extends the 
FilteredInputStream because DataInputStream declares read(byte[], int, int) to 
be final.
