slip 0.13 release to May?

I think we ought to slip the 0.13 feature freeze from the first Friday 
in April to the first Friday in May.  I also propose that this be the 
first release where we follow the new release process that's being 
discussed in https://issues.apache.org/jira/browse/HADOOP-1161.

Thoughts?
