reminder: 0.13 feature freeze friday

Please note that Hadoop 0.13's feature set will be frozen this Friday, 
May 4th.  After that we will only permit bug fixes for 0.13.  New 
features contributed after then will be included in July's 0.14 release.

This is per the release plan described in:
https://issues.apache.org/jira/browse/HADOOP-1161
