I probably should have posted my version of the patch before
committing it, to get feedback. Sorry.
The goal of my changes was primarily to make it so that we're not
replicating a lot of information that's kept more accurately
elsewhere, like the list of current versions and the list of
current release notes. So I removed that table and added a link to
Jira. Now, when we make a release, we don't need to update the
documentation.

One of our tech writers has been looking at the state of Hadoop
documentation, and suggests reworking the Hadoop front page to be
more than just a release page (as it seems to be now).
Especially in comparison with other other apache project pages,
ours is uninviting to users unfamiliar with the premise of the
project. She's suggesting updating the page to include more meta-
information about the site, in addition to most of the links and
news items currently on the page.
