One of the requirements that this issue is supposed to address is the
JobTracker busyness (issue description). So, by basing the heartbeat on purely
the cluster size, we are not addressing that requirement (unless we say that
the clustersize based frequency would handle it). Just wanted to bring it to
everyone's notice.
