Fix For: 0.16.0
Phase 2 of HADOOP-2139 introduced more widely scoped synchronization to prevent
the concurrent modification exceptions reported in HADOOP-2163. This has
negatively impacted performance. Investigate synchronization and determine if
it can be accomplished at a more fine grained level.
