Fix For: 0.15.2
The hadoop-default.html file is included in releases, but is not included with
other documents in subversion. This makes publishing released documentation
more difficult, since this file must be manually copied into place. Thus I
propose that this file be created by the "docs" target and stored in subversion
with the other documentation.
