Fix For: 0.16.0
Local FileSystem runs {{ls -ld}} find file permissions, owner and group for a
file. Currently it parses message in the exception to check if the command
returned an error due to expected conditions like missing file.
HADOOP-2344 add interface to get error code returned by the external process.
Local FS should use that.
