Right.  If, for example, a site currently sets dfs.info.port, then they should 
be able to upgrade and still use the web ui at that port (assuming it's not 
busy) without changing their configuration.  They should also get some warnings 
on startup, encouraging them to switch to dfs.info.bindAddress.
