I think it makes great sense to support a URI interface to the FS.  I recall 
championing that.

I'm not at all sure it makes sense to define what is a valid filename based on 
a URI library.

URI can support quoting and we will undoubtedly support several non-URI 
interfaces to the FS.  

I can create filenames with colon's on my mac btw.  Not that I see why our 
filenames should be defined by the limits of what all supported client 
platforms can support.

I think this issue requires more thought.
