MPEG-4 and the dirac codec are not really related - the dirac codec is based on wavelets, and at time being, it is extremly slow (less than 1 fps), while the MPEG-4 coding is usually based on DCT alongside motion estimation. The MPEG-4 standard is an ISO standard, which costs money. Alternatively, you might want to use open-source implemantations (such as ffmpeg and XviD) as your referance. You should also note, that MPEG-4 is protacted by various patents, and you will have to pay loyalties to the patents owners if you wish to use it. Alternatively, you might consider trying to use theora ( http://www.theora.org/ ), which produce similar results, is completly open, and clear of any patents. For audio, I would recomand you to use Ogg/Vorbis, which is the only open-source, patent clean audio codec/muxing format in the market.
