When BSPMaster detects a failure it should direct one of the groomservers to
start a new task recovering from failure.
- Implement recovery directive from BSPMaster to GroomServer.
- GroomServer should start the task in BSPPeer in recovery mode.
- The task state should be RECOVERING.
